NC State because the stands are still packed and they've never won anything. K State because the stands are packed no matter what happens. Both are similar to why I think South Carolina is the correct choice in their state. If you can lose every game for nearly 2 years and still pack the stadium, that's loyalty.

My thoughts, from my experience.
Vandals over Boise State fans? Honestly never even met an Idaho fan before, so hard to say they have a loyal fanbase.

Purdue over Notre Dame? Most Domers are extremely loyal to their team.

Kentucky over Louisville. This one is close, but most of the Cardinal fans I know are more fanatical - unless you are talking round ball, in which case it is a tie.

Georgia Southern??? I know some fans, have to say both GT and UGA have a larger and more loyal fanbase.

Having a decent number of aquantences that are Miami, FSU, Florida, and, now that they are joining the XII, UCF, I can actually see this. Yes, the first three have great fanbases, but the Knights fight like hell for their school. The question wasn't about the best team or most tradition.
