Tbf they’re young teens. I wouldn’t actually take issue save all the instances where obvious identifiers are omitted (ex: recently a VEHICLE drove into a German Christmas market) makes the use of the term boys over teens or assailants etc deliberate to conjure sympathy for those poor, widdle boys, whu didn do nuffin!
