I would actually rather see them pay down debt with all of it. The case could be made that by giving it back it could spur some economic growth. I think paying off debt is better. We've already been taxed that money, I don't want it back because it will show as income, then you have to pay taxes on refunded tax money you already paid.

Well, only 20% would be going to people, the rest would be towards paying down debt. I can see what you mean though, but the good faith this would buy them would go so far.
