Why do all of the power/telephone polls look like they are about to fall over?

I should let nod answer this as he knows much more about these than me but since he hasn't answered in awhile I will. They are poles for a hops field. They are put In at an angle and anchored, Then have a cable attached to the top that is stretched tight that goes across to the other side of the field to another pole.
