Penalty flag for targeting...

After review, it's been determined that we are not on SO, so there is no targeting.

Didn’t watch the game saw the replay of the injury. Dirty hit, defenseless player effected the outcome. PAC refs are bad but that’s another level bad.Hate to see quality games impacted this much. They need to clean up officiating and clarify the targeting rule. Too much inconsistency imo
