Just throw some fake tits on the current ones and cut a chunk out of the crotch area and problem solved (for much less than 20mil I'd imagine). I mean, that's what they say it takes to become a female. Actually, just feed the things some hormones and puberty blockers. That'd probably be cheaper than my first idea.....

LOL!!!! Those psychotic ass clowns could do that. But there's a problem. Gov doesn't work that way. If there's something to throw money at that serves no purpose they are all for it.
