Ohh the irony...North Carolina refused to accept the U. S. Constitution (not the D.O.I) because, as a younger state, they didn't have a comparable population to older states like Pennsylvania and New York. They demanded that American slaves have the right to vote to bolster their voting base. The northern greater populous states opposed this. New York and Pennsylvania delegates then proposed the 3/5ths of a vote compromise for slaves. This was accepted by the less populous states and the U. S. Constitution was approved and signed. So African slaves had voting rights (albeit unequal) from the very formation of the United States. I'm certain free citizens (of African descent) had equal and full rights (relatively speaking).
As to reparations from the "enslavers", the slaves were sold on the African slave markets. Almost all left Africa aboard New England slave ships as a slave (purchased from their African "enslavers") before reaching the American slave markets. Importation of African slaves was abolished in 1808, over 200 years ago.
I'm acquainted with this subject as my sixth great Aunt was a bonafide African princess from a Kissi tribe on the coast of Sierra Leone. This tribe traded slaves with the English Royal African Company before American Independence. My ancestor grandmother from England had a brother who was a Captain in the Royal African Company and he shipwrecked near the tribe and eventually married the princess to get into the slave trade. Unlike the gold coast tribes most Kissi slaves of this area were loan defaulters to the king. The king sold these defaulters as slaves to get his money back. These slaves voluntarily accepted the risk of becoming a slave.
