Answer is for the oil and gas companies to pull out of The Democratic Peoples Republic of California today. Cut them off. Let them become plants living off of photosynthesis and a breeze. Won't happen, but that is the answer. Their ridiculous formulation requirements will no longer be produced, and any states that require them as well can jump off the cliff with them. Fuck them, they are not the tail that wags the dog...
