NGOs Involved: The Resource Renewal Institute, Center for Biological Diversity, and Western Watersheds Project initiated lawsuits claiming ranching polluted watersheds and disrupted tule elk habitats. Their advocacy pressured the National Park Service (NPS) to prioritize environmental restoration over agricultural use
