1790 - Congress moved from New York City to Philadelphia.

1865 - The 13th Amendment to the U.S. Constitution, abolishing slavery, was ratified as Georgia became the 27th state to endorse it.

1884 - Construction was completed on the Washington Monument in Washington, D.C.

1889 - Jefferson Davis, the first and only president of the Confederate States of America, died in New Orleans.

1907 - The worst mining disaster in U.S. history occurred as 362 men and boys died in a coal mine explosion in Monongah, West Virginia.

1917 - Some 2,000 people were killed when an explosives-laden French cargo ship, the Mont Blanc, collided with the Norwegian vessel Imo at the harbor in Halifax, Nova Scotia, setting off a blast that devastated the Canadian city.

1917 - Finland declared its independence from Russia.

1923 - President Calvin Coolidge became the first president to have an address broadcast on radio as he spoke to a joint session of Congress.

1926 - French impressionist painter Claude Monet died at age 86.

1947 - Everglades National Park was dedicated in Florida.

1957 - The AFL-CIO expelled the International Brotherhood of Teamsters.

1957 - America's first attempt at putting a satellite into orbit blew up on the launch pad at Cape Canaveral, Florida.

1969 - A free concert by the Rolling Stones at Altamont Speedway in Livermore, California was marred by the deaths of four people, including a man who was stabbed by a member of the Hell's Angels.

1973 - Gerald R. Ford was sworn in as President Richard Nixon's vice president, succeeding Spiro T. Agnew who had earlier resigned after pleading no contest to charges of income tax evasion.

1992 - The destruction of a mosque in India by Hindu extremists set off two months of Muslim-Hindu fighting that claimed at least 2,000 lives.

1994 - Orange County, California filed for bankruptcy protection due to investment losses of about $2 billion.

1998 - Hugo Chavez was elected president of Venezuela.

2001 - The House of Representatives, by a one-vote margin, gave President George W. Bush more power to negotiate global trade deals.

2004 - Al-Qaida struck the U.S. Consulate in Jiddah, Saudi Arabia, with explosives and machine guns, killing nine people.

2006 - The bipartisan Iraq Study Group concluded that President George W. Bush's war policies had failed in almost every regard, and said the situation in Iraq was "grave and deteriorating."

2007 - President George W. Bush announced a plan to freeze interest rates on subprime mortgages held by hundreds of thousands of homeowners.

2014 - In a runoff in Louisiana, Republican Rep. Bill Cassidy defeated Democratic Sen. Mary Landrieu, denying her a fourth term and extending the GOP’s domination of the 2014 midterm elections.

2017 - President Donald Trump declared Jerusalem to be Israel’s capital, defying warnings from the Palestinians and others around the world that he would be destroying hopes for Mideast peace.

2018 - Flag-waving crowds lined the tracks as a special funeral train carried the flag-draped casket of former President George H.W. Bush from the Houston area to College Station, Texas, for burial on the grounds of his presidential library.

1939 - Iowa running back Nile Kinnick wins the Heisman Trophy.

1960 - Gene Autry and Bob Reynolds were granted an American League baseball franchise, the Los Angeles Angels.

1961 - Syracuse running back Ernie Davis wins the Heisman Trophy, the first black player to win the award.

1975 - Ohio State running back Archie Griffin wins the Heisman Trophy for the second consecutive year and became the first, and to date the only, player to win the award more than once.

1986 - Miami (FL) quarterback Vinny Testaverde wins the Heisman Trophy.

1990 - The NHL approved two new expansion franchises: the Ottawa Senators and Tampa Bay Lightning.

1992 - Jerry Rice of the San Francisco 49ers sets an NFL record with his 101st career touchdown reception.

2003 - Army became the first college football team to finish a season at 0-13 in Division I history after a 34-6 loss to Navy.

2018 - Tennessee Titans running back Derrick Henry rushes for a franchise-record 238 yards and four touchdowns in a 30-9 win over the Jacksonville Jaguars; included in the performance was a 99-yard touchdown run, tying Tony Dorsett for the longest rush in NFL history.
