What-If: ACC/Big 12 merger

Let's say the other two P4 conferences are fed up with the conspiring by the SEC and B10 and decide to join forces, but instead of going full-scale 33-team mega conference, they break off taking their "alleged" top 8 programs from each conference. A. What would that look like? B. What would happen to the other teams suddenly left behind?
