Which B1G team should make the Rose Bowl?

Does Wisconsin get punished for losing in the CCG? I think Wiscy is more deserving, but that PSU will pass them in the rankings. I dont like teams being rewarded for not qualifying for a CCG, but it seems to happen every year.
