What programs do you feel overachieve with the talent they typically have. Not all schools are able to bring in 5-star or 4-star recruits on a yearly basis.
 
Wisconsin, Washington State, and Iowa come to mind
Wazzu and Oregon State have flashes of success here and there but I wouldn’t classify them as doing more with less consistently. Iowa, sure but the B1G has some big schools with zero intrastate rivalries that would put them in recruiting battles for elite talent. Wisconsin and Minnesota should always be good despite their hockey player production. JMO

Fair analysis
 
Depends on what time frame we are talking about.

Wisconsin for the last 20 years is probably the winner. They are very rarely in the top 25 in recruiting but they are one of the more consistent programs in the nation.

Virginia Tech had an argument under Beamer but they've started to fade.

Oregon had an argument for a while but they started to fade and then Mario started to recruit at a high level.

Despite having some good runs, I wouldn't put Wazzu or Oregon State on that list. Over an extended period of time, those teams are usually towards the bottom of the PAC.
 
Theoretically, Clemson given their recruiting rankings. But I’ll go with The usual suspects: Sconsin, Northwestern, Wake
