IMHO it looks like the first phase of a sub launched ICBM. We launched one when we first came out of the yards from the Caribbean to a patch of ocean off of South Africa as a test. We also launched 16 dummy missiles in rapid fire mode to test all of our tubes. That was really awesome, you could feel the keel flexing.

That was my first thought. So far though, nobody's saying anything. In most cases the Navy or whoever gives notice if it's just offshore
