Even if Jim Harbaugh knew nothing about the ongoing sign-stealing scandal at Michigan, the Wolverines coach could be held responsible, according to a newly altered NCAA rule.
A semantic change in the NCAA's coach responsibility bylaw all but assures Harbaugh will be found culpable if evidence is found of wrongdoing in the case involving analyst Connor Stalions.
The language in Bylaw 11.2.1.1 was changed in January. Previously, the rule stated a head coach "is presumed to be held responsible for the actions of all institutional staff members." It was changed to read, "a head coach shall be held responsible for their actions and the actions of all institutional staff members."

Fully agree. Everyone attempts to steal signs. In-game it is perfectly legal.I live in S Bend. Which even though it has ND in it. Has a ton of Michigan fans. And the only defense they have is that they aren't the only one stealing signs.

Travelling the country scouting teams with the egregious intent of stealing signs in preparation of playing them is a level 1 violation and should be punished with extreme malice.

The solution to the tempo argument is that teams could still signal in plays, the helmet radios are just an option.Was talking to a coaching buddy of mine. And while helmets will for this issue. I guess there is pressure from the networks not to adopt it. And then also from some schools.
So the first issue is that they just changed rules to speed up games. And in college high tempo offenses are pretty common. Radio helmets by the numbers slow down the game. Because the QB still have to communicate the signal they receive. And this is college level with limited prep time. Not NFL with tons more prep time in the week.
And the some schools are against it because of equipment contracts and what not. There isn't a lot of understa ding on how that would work.
